According to state media, Pham Xuan Thoi and Dao Cong Hien frequently used Zalo and personal Facebook accounts (Facebook Pham Xuan Thoi "THỜI RÒM," Facebook Dao Cong Hien "Hien codon") to write articles, create live streams, and post content with false information, distorting the Party's policies and the State's laws, defaming leaders, and discrediting the Party, the State, and officials.
