On July 14, Ha Tinh police arrested Pham Viet Cong on the charge of "abusing democratic freedoms". Police allege Cong helped local families file complaints and petitions demanding compensation for land that was being expropriated for the North-South Expressway project. The authorities claimed that most petitioners had withdrawn their initial complaints, but Cong had continued to press them, including via his Facebook account "Cong pham".
In a post dated June 5, Cong claimed that the chairman of Dong Loc town and the former chairman of Can Loc district were "a gang of fraudulent thieves exploiting the public". The post further alleged that Ha Tinh Province Secretary Nguyen Duy Lam was "shielding these thieves".
Cong also shared multiple posts asserting that local leaders "misappropriated compensation funds for agricultural land" belonging to residents. Ha Tinh authorities determined that these Facebook posts "garnered significant views, shares, and comments" and "severely disrupted local security and public order".
