Ho Chi Minh City police arrested TikTok user Le Anh Diep, owner of the account “Tàng Keng Ông Trùm”, on October 25 for "abusing democratic freedoms". According to Nguoi Lao Dong Newspaper, videos Diep posted criticized disaster relief efforts in northern provinces during 2025 and insulted people who live in the south of Vietnam with discriminatory language. Then, on November 8, Ho Chi Minh City police arrested Doan Quoc Viet on the same charge, accusing him of posting TikTok videos on the account "Du Bau Troi" with inflammatory and offensive content that incited regional divisions and undermined national unity.

According to Phap Luat, ‘The results of the investigation determined that, stemming from the motive for “following” and imitating the account “Tang Keng Mr. Trum” account to increase interaction, Doan Quoc Viet intentionally posted videos that violate Point c Clause 1 Article 8 and Point a, Clause 3, Article 16 of the Law on Cyber Security 2018, specifically “undermining the great national unity” and “seriously insulting the honor and dignity of others”.’
